    Duties


    Summary


    You will serve as a Marine Surveyor in the Waterfront Operations Department of FORWARD DEPLOYED REGIONAL MAINTENANCE CENTER (FDRMC) located in Rota, Spain.


    Responsibilities


    • You will analyze, plan, and implement modernization efforts surrounding survey processes and policies.

    • You will inspect or accept work accomplished to place the vessel in specified conditions.

    • You will collaborate with ship's contractors and government representatives in production progress meetings to ensure production schedules are met.

    • You will conduct inspections to expedite and verify satisfactory corrective action where deficiencies are found.

    • You will write work specifications for mechanical, electrical, and structural work to be performed by shipyards in accordance with directives, instructions, technical requirements, and sound ship repair or maintenance and marine practices.

    • You will be required to successfully complete a pre-appointment physical examination.

    • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Production, Quality and Manufacturing Level I. Certification is required within 24 months of appointment.

    • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

    • You will be required to obtain and maintain current cardiopulmonary resuscitation certification via command sponsored CPR training and annual refresher offered during work hours.

    • You will be required to satisfactorily complete training as a Contracting Officer's Representative (COR).

    • This position requires temporary duty travel (up to 20%) to location(s) remote from the duty station.

    • You will be required to hold certification or must satisfactorily complete non-destructive testing Level II (NDT) training to conduct product verification inspections (PVT) of contractor work.

    • You will be required to hold certification as or satisfactorily complete NAVSEA Basic Paint Inspector (NBPI) certification when course prerequisites are met. NPBI certification is required to inspect critical coated areas as defined by Navy policy.

    • During inspections you will be required to climb ladders and scaffolding at various heights, enter confined spaces, bending, stooping and stretching and may be subject to high levels of noise, heat, or cold.

    • Work is performed in an office setting part of the time, aboard naval vessels at berths, naval facilities and shipyards in varying weather conditions.

    • The work involves moderate risks and may require safety precautions.

    • The employee may be exposed to fumes from paint, fuels and chemicals used in various processes, high electrical voltages, large rotating machinery elements and electromagnetic radiation.

    Qualifications


    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing detailed work specifications on ships; 2) Inspecting and approving ship repair and maintenance; 3) Performing oversight as a Contracting Officer Representative (COR) to determine contractor compliance; and 4) Conducting product verification inspections (PVI) of contractor work as Nondestructive Testing Level II inspector.
