    Duties


    Summary


    You will serve as a Fire Protection Specialist in the Fire and Emergency Services Department of NAVAL STATION ROTA.
    The primary purpose of this position is to function as the Assistant Chief of Training, Hazardous Materials Officer, and Safety Officer, responsible for the overall management of the fire protection training, hazardous materials, and safety programs.


    Responsibilities


    • You will survey and inspect a fire department to determine current training conditions and future training requirements.

    • You will review instructional materials to recommend revisions to firefighting training curriculum.

    • You will develop long-range plans (e.g., facilities, manpower and material resources, training programs, prevention and suppression techniques) for a fire program.

    • You will assess agency compliance with law, regulations, policies, and requirements related to fire prevention of fire protection programs.

    • You will identify hazards that require modification to a fire prevention or fire protection program.

    • You will perform surveys, reviews, and inspections to determine root cause and recommend solutions to fire hazards.

    • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

    • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

    • Must be able to obtain and maintain a U.S. Passport.

    • May be required to obtain a VISA dependent on the overseas country?s laws/regulations.

    • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

    • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

    • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

    • You will be required to obtain and maintain a current valid United States driver?s license.

    • Work is performed in a normal administrative office setting where basic safety precautions are required.

    • Incumbent is subject to the same elements as firefighters such as unknown hazardous materials, smoke, fire, gases, fumes, etc., and subject to wearing protective clothing.

    Qualifications


    Certification Requirements: This position requires the incumbent to possess the following certifications: Fire Officer III, Fire Instructor III, Fire Inspector I, and HAZMAT Incident Commander. These certifications must have been awarded by DOD, IFSAC or ProBoard to meet the requirements. Copies of certifications MUST be submitted at the time of application to verify eligibility.
    For outside applicants claiming VEOA (i.e. those without current or prior Federal competitive or excepted service):
    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Evaluate a Firefighter Protection Training, Safety, and Hazardous Materials Program to maintain compliance with policies, regulations, instructions, and standards ensuring operational readiness; 2) Oversee a comprehensive firefighter training program including planning, scheduling, coordination of resources, and record maintenance; 3) Perform inspections of fire and environmental conditions, material usage, handling, disposal and storage operations and processes to recommend corrective action; and 4) Develop hazardous materials program policy, methods, and practices to eliminate or minimize danger to life, property, or environment in the event of an incident. Note: This information must be supported in your resume to be considered for this position.
