Duties


Summary


You will serve as a Clinical Counselor in the Fleet and Family Support Center of NAVAL STATION ROTA.
This is an interdisciplinary position which may be filled by any of the following series: 101 Social Science Series, 180 Psychology Series, or 185 Social Work Series.


Responsibilities


  • You will provide short term, solution-focused psychological counseling for individuals, couples, families, children/youth, and/or groups of people in crisis.

  • You will demonstrate effective independent clinical assessment skills by identifying crisis situations, e.g., suicide or homicide risk, danger of physical or sexual abuse to family members, and increased risk of further family violence.

  • You will perform Family Advocacy Case Management duties, including receiving initial reports of suspected domestic abuse/interpersonal violence and taking all steps required under the Family Advocacy Program (FAP).

  • You will develop and provide group and individual treatment targeting at-risk and victims and offenders of family violence whose cases were determined as founded by the Incident Determination Committee.

  • You will serve as liaison with appropriate city, county, state, federal, and non-government agencies to further a comprehensive education/prevention program with regard to crisis situations affecting military personnel and their families.

  • You will counsel active duty military and their family to help them adjust and cope with stressors associated with military lifestyle.

  • You will develop group treatment programs to address the needs of families such as marital groups, children, and adolescent groups.

  • You will diagnose family violence issues to identify the treatment and referral needed for the victims and offenders.

    • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

    • Position is subject to a CNIC credentials review and privileging requirement.

    • Incumbent may be required to participate in delivering services on-board Naval vessels as part of the Return and Reunion (RR) program. Must be able to ascend/descend ladders on ships.

    • During rotationally designated scheduled time periods to include nights and weekends, incumbent will be required to carry on-call 24/7 response phone and provide after-hours support to victims of domestic violence and child abuse.

    • This position will require you, from time to time, to perform on site emergency response duties as the Family Advocacy Representative after normal working hours, and/or in an on-call status when it is an emergency situation.

    Qualifications


    Required License:
    GS-0101-11: Licensed Clinical Social Worker (LCSW) OR Licensed Marriage and Family Therapist (LMPFT) OR Licensed Mental Health Counselor (LMHC) OR Licensed Professional Counselor (LPC).
    GS-0180-11: Licensed Clinical Social Worker (LCSW) OR Licensed Mental Health Counselor (LMHC) OR Licensed Professional Counselor (LPC) OR Licensed Psychologist.
    GS-0185-11: Licensed Clinical Social Worker (LCSW) OR Licensed Marriage and Family Therapist (LMPFT).
    Must possess a current, valid, unrestricted license or certification.
    This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: This position is a TIER THREE clinical care provider. Applicants must meet all of the following qualifications as outlined in SECNAVINST 1754.7A:
    • State or U.S. territory license or certification that provides legal authority to provide clinical services as an independent practitioner.

    • When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging, must have achieved a passing score on that examination.

    • Possess at least a master's degree in one of following clinical fields:
      • Marriage and Family Therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree, OR

      • Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree, OR

      • Psychology from a doctoral program approved by APA or an equivalent degree, OR

      • Counseling from a program accredited by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or an equivalent degree. AND

    Have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience,
    AND
    Have a minimum of two years post licensure or (at least 2,000 hours post licensure or 4,000 hours post graduate degree) full-time clinical experience in clinical setting,
    AND
    Two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting.
    In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Perform ongoing needs assessments of counseling and advocacy programs to verify high quality services are consistently delivered to individuals and families; 2) Counsel mental health patients on domestic violence, child abuse or neglect, marriage and family discord, or crisis intervention and therapy; 3) Provide clinical services (e.g., risk assessment, clinical assessment, diagnosis, treatment plans) to assist individuals with mental health disorders; and 4) Provide direct services (e.g., clinical assessment, risk assessment, safety planning, crisis intervention, obtaining military or civilian protective orders, securing emergency food or shelter) to support and assist victims of domestic violence, child abuse, or sexual assault.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
    Physical Demands: The work is primarily sedentary but may involve periods of high pressure secondary and complex demands. The regular work performed involves sitting at a desk, sitting in meetings and conferences, and standing when providing training. You may be required to carry objects weighing up to 25 pounds such as a movie projector, files, books, reference materials etc.
    Work Environment: The normal work environment is in an adequate lighted and temperature controlled office setting or conference room. Work is performed under constant demands to meet deadlines for completion of tasks. Work also involves dealing with sensitive, controversial and emotional issues due to the nature of the sexual and/or child abuse allegations, suicidal and homicidal ideations and other violent behavior.
    This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

    Successfully completed a behavioral or social science degree, or a degree in a related discipline appropriate to the position being filled
    OR
    Have a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field

    Successfully completed a degree with a major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:


    • Clinical psychology: Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

    • Counseling psychology: Satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
